Really just reporting this in case someone else hits the same issue.

Yesterday I downloaded the USB drivers 1099 and unzipped to a separate folder. When I ran rmeinstaller.exe only the initial decompression of files seemed to work and I could just see that the files were written to %userprofile%\appdata\local\temp\rme and after that the process hung. In order to complete the installation I had to go to this location and run dpinst64.exe manually.

This was successful.

I am running windows10 64 bit professional and I did try run as administrator but this made no difference.
