Topic: HDSPe PCIe card not recognized by Device Manager in Windows 10

Here is an issue in which I've hit a brick wall with troubleshooting. I actually have two PCIe HDSPe cards (for the sake troubleshooting). One of them works perfectly fine, but when I swap out to the second one, it doesn't show up anywhere in device manager. It is no where to be found under any category. It was apparently last used on a Windows 7 computer.

Things I've tried:
-swapping PCIe ports (all ports work with other card)
-uninstalling and using older drivers (even try running them in windows 7 compatibility mode)
-updating drivers for the motherboard

The nonfunctional card sends power to the Multiface II box. With the nonfunctional card in place, the FUT, the HDSP settings program, and TotalMix won't open when the icons are double-clicked, and they don't show up in task manager after being double clicked (also tried compatibility modes and running as administrator).

Unfortunately, I don't have access to another computer with PCIe ports.
